Every district of the state is struggling with the problem of stray cattle.”Cow dung produces methane but it can be controlled and turned into an asset. It should be collected and turned into biogas. By using technology, the biogas should be filled in the cylinders and sold as green kitchen fuel. This will further reduce the felling of trees. When people will see money coming in through this process, the problem of stray cattle will also be solved. The gaushalas of the state should have the provision of making biogas. This model supports both the tropical and subtropical areas,” advocates Upmanyu.   ”Planting new trees are important for earning the carbon credits. But the old cover is equally important . The policies formed should have a clause of incentive for maintaining the old trees,” he stressed. On the appeal of the Forest Department of the state, the Apex court has lifted the ban on green felling of the trees  in the state under silviculture., Why has Himachal faltered on the path to becoming carbon neutral by 2020 “If we take trees as a crop, it is an acceptable demand but trees are not a crop. The cycle of its growth is 100-150 years. Therefore, it does not come under farming. From the environment perspective, it is not a good measure as a new tree will take the same number of years to reach the matching stage,” he said.   The bed of the dams is another major source of methane in the state. Himachal boasts of generating surplus electricity. It is a source of revenue for the state. Most of the hydro projects Operational in Himachal  have ownership of outsiders.Adding to it are the rates per unit which have not yet touched the break-even point with the ecology that dams have disturbed. “There is no solution to tackle the methane which rises from the dam bed. The only solution lies in allowing only micro-hydro projects,” said Upmanyu. He rather suggested, “Instead, the traditional Gharats or flour mills should be revived. The technique of hydro-kinetic energy and vortex energy should be used. It will lead to an environment friendly green and clean energy. This will also promote employment and develop mountain villages.” The state has the potential to earn rupees and also respect.
